A boletín eléctrico — officially called Certificado de Instalación Eléctrica (CIE) in Catalonia — is a legal document confirming that a property's electrical system meets Spain's Low Voltage Electrical Regulations (REBT). It is issued by a licensed electrician and filed with the regional authority (Generalitat de Catalunya).
Without a valid certificate, you cannot complete a property purchase, change the power contract or increase the contracted power. Many expats discover this requirement for the first time days before their notary appointment.
